The International Center for Cultural Studies (ICCS) Working Paper Series( ISSN 2707-2193 )provides scholars with opportunities to widely and swiftly circulate their works in progress and receive constructive feedback, and to encourage fruitful discussion. The series welcome papers related to the broad theme of Cultural Studies / Inter-Asia Cultural Studies / Cultural Studies in Asia. We especially welcome those in dialogue with ICCS’ main theme, Conflict, Justice, and Decolonization: Critical Studies in Inter-Asian Societies. We welcome both original research papers and position papers (Refer to Submission Guidelines for further details). We invite scholars in different stages of the career (including Master’s and PhD students), independent researchers, activists and creative artists to submit their papers to the ICCS Working Paper Series. |

In Praise of Democracy? The Cultural-Political Crisis underlying the Trump Impeachment

Abstract:
This contribution discusses the concept of logistics in the apparatus of global infrastructure, focusing on the China-led Belt and Road Initiative (BRI) projects that have directly or indirectly involved different parts of the world. My initial questions are: What is the motor behind this project? Is the will of Chinese President Xi Jinping the sole pushing force behind this BRI projects? What does he want? Through the process of my research, I realized that merely one person's power could not achieve the automatic apparatus that drives this gigantic engine. Instead, it requires the participation, or desire, from all sides and for different purposes. My questions then evolve into a different dimension: What is the imaginary of this global vision or total vision? Or, to put in another word, what is ‘the infrastructure of the infrastructure’ that undergirds this OBOR project? How is the global infrastructure invested, with what interest and through what sectors? Why does China employ the rhetoric such as Confucian virtues, harmony under the tianxia, Third World brotherhood, and so on to advocate the BRI? I want to address the above diverse questions through the concept of logistics. I shall bring in the idea of the Chinese game of Go and the dispositif of Shi (勢). I argue that the Chinese concept of the dispositif of Shi, the administration of the circumstances and situation, can help us better understand the BRI strategic economy in managing this new world order and its potential development.

Abstract:
Negotiated settlements of civil wars are challenging since incompatibilities between belligerents take a long time to resolve. Many scholars have attempted to unravel this puzzle, identifying information asymmetry and commitment problems as critical deterrents to conflict termination. This paper argues in the same vein: that third-party mediation of civil conflicts could either improve or worsen the problems of credible commitment, as illustrated in the case of the Mindanao peace process. This study uses a process tracing methodology to unpack the mediation process, the peace agreements, and the breakdowns of the Mindanao peace talks in Mindanao, arguing that the success of a peace process depends on how mediation resolves the credible commitment problem of the parties. These problems are evident in the pre-negotiation phase, the use of mediator leverage, and third-party monitoring and enforcement.

Abstract:
「眷村」作為臺灣戰後獨特的社會現象,所發展的文化意涵不僅是城市紋理的,也是精神結構的。1949年國民政府因國共內戰失利撤退來臺,大批來自中國各省的軍隊及其眷屬被迫轉往臺灣,是民國以來最大宗的人口遷徙,亦形成了特殊的眷村聚落與地景。當政府將臨時性質的老舊眷舍拆除轉而將眷戶安置於國宅,對於外省族群而言,拆除的不只是物質性的身份象徵,同時也移除了眷村居民的生命場所,成為某種精神上的流亡。作為生長於臺南市北區實踐新村的「少數」眷省三代,本研究試圖透過此生命場所的自我民族誌(autoethnography)書寫,以自身成長的「眷村」作為起始點,訪查相關的眷村形成路徑圖,論述其地方感、歷史性,以及共同存有的精神結構。並以感官民族誌(sensory ethnography)作為藝術實踐的方法取徑,試圖回應與反思臺灣戰後眷村歷史脈絡中關於「離散」的提問。

Abstract:
德國法學家、政治思想家卡爾.施密特於1939年德意志國防軍攻佔波蘭數月之後,提出了著名的「大空間」概念,為德國入侵東歐的版圖擴張提供理論基礎。根據施密特,「大空間」是透過去領土化的動力發展開來,這股動力衝擊著所有的閉鎖而且要消除所有的邊界。本文試圖從「大空間」論述的脈絡與批判,分析當前美、中兩國在西太平洋地區,特別是東亞、南海區域所形成的「大空間」爭奪戰。

Abstract:
This article stages a comparison between two famous books — LTI — The Language of the Third Reich by Victor Klemperer and The Order of Discourses by Michel Foucault. In the former, Klemperer, a Jewish philologist who survived the Nazi regime in the most distressing and perilous conditions, Klemperer meticulously describes the transformation of German language into a propagandistic tool. He observes how violence can be done to a language by a totalitarian regime. In the latter, Foucault reflects on the relationship between discourse, power and the manufacturing of statements. In spite of their distinctly different perspectives, these two essays intersect in many ways — this is what this article intends to suggest.

Abstract:
The Covid-19 situation worsens the existing inequalities. Taiwan’s dependencies on noncitizen migrant workers who have no political voice, no economic bargaining power are even more apparent under Covid-19. While this essay compares Indonesian, Filipino, and Thai migrant workers in Taiwan, it focuses on Thailand’s current condition as both sending and receiving country. Most receiving countries are yet to grant Covid-19 moneary relief to foreign migrant workers, despite their legal working and residency status. Migrant workers returning home are often either illinformed or disqualified from seeking relief due to exclusive measures in their home countries. All the same, receiving countries continue to be dependent on foreign cheap labor, while sending countries benefit from remittances home, and migrant workers are those who are left behind. Under these desperate times, it is yet to see how any any Global Compact for Safe, Orderly and Regular Migration might be pursued.
Abstract:
I will progress, in this course, from figures, characters, scenes, cases where imposture and usurpation are at issue and explore the abysses that open up here: how does imposture take shape — a matter of circumstances, a matter of character — a combination of both? Does something like pleasure or a delight of imposture and even usurpation exist? How is imposture related to pathological lie, mythomania? To power? How is usurpation related to sovereignty? Why and how does some imposture end up in a burst of laughter and others in a bloodbath? How are imposture and usurpation shaped by cultural conditions — are the impostor and the usurper trans-cultural figures invariant throughout history? Imposture and usurpation are a golden thread that can help us orient ourselves in the labyrinth of cultural diversity and the heterogeneity of historical times. Imposters always are, in a way or another, wonderful “storytellers”— the narrative stakes of imposture and usurpation are one of the main issues of this course.

本文為西歐與東亞的敵人文化對比研究,首先分析西歐民族國家的敵人文化形成與強化因素,以及自第二次世界大戰結束,西歐國家的共鄰關係改變,國家與人民的敵人文化逐漸弱化之過程。與之對比的是東亞地區敵人文化在新冷戰脈絡下的進程與增強趨勢。本文分析敵人文化如何成為戰爭陷阱又如何盤旋上升不斷加劇,而透過歷史災難經驗《旅行》和持續對談討論,或可理出掙脫敵人文化的可能途徑。

In Praise of Democracy? The Cultural-Political Crisis underlying the Trump Impeachment

Abstract:
Orientalism is still alive and well, in the West, of course. The brilliance of Said’s (1978) demonstration that this was a discursive mindset rooted in the maintenance of colonial rule and its enlightened civilizing mission did not mean to suggest that cultural dualism per se was evidence of a colonializing regime. “Colonializing” regimes can take on myriad forms. Nationalism and global capitalism can be shown to appropriate analogous ideologies of order that serve the same function. The discourse of democracy has been proselytized throughout the world with equal fervor as Christian missions, typically to combat authoritarian enemies.
